Nationwide Digital Life Certificate (DLC) Campaign 4.0 Launched for Digital Empowerment of Pensioners

The Department of Pension & Pensioners’ Welfare (DoPPW), under the Ministry of Personnel, Public Grievances & Pensions, has launched the Nationwide Digital Life Certificate (DLC) Campaign 4.0, running from 1st to 30th November, 2025. This campaign is a pivotal step towards the Government’s vision of Digital Empowerment of Pensioners, aligning with the broader missions of Digital India and Ease of Living.

Digital Push with Face Authentication Technology

The DLC Campaign 4.0 is driven by a saturation-based outreach approach, aiming to reach two crore pensioners across more than 2,000 cities and towns.

  • Aadhaar-based Face Authentication: A key focus of the campaign is promoting the use of Aadhaar-based Face Authentication technology. This allows pensioners to submit their Life Certificates conveniently using a smartphone, eliminating the need for traditional biometric devices.
  • Doorstep Service: Special attention is being given to super senior and differently-abled pensioners through the doorstep DLC service provided by India Post Payments Bank (Department of Posts).

The importance of the Digital Life Certificate in simplifying the pension process for senior citizens was previously highlighted by the Hon’ble Prime Minister, Shri Narendra Modi, in his ‘Mann Ki Baat’ and Constitution Day addresses.

Mega Camp in Ahmedabad as Campaign Highlight

To kickstart the initiative, a Mega Camp is being organized by the Department of Telecommunications at Tagore Hall, Paldi, Ahmedabad, on 4th November, 2025.

  • Senior Leadership Presence: The Secretary, DoPPW, along with senior Department officials, is scheduled to visit the Mega Camp. Interactive sessions with the Secretary (P&PW) and the Controller General of Communications Accounts are also on the agenda.
  • Comprehensive Assistance: The camp will assist pensioners in submitting their Life Certificates through various digital modes. UIDAI is providing support for Aadhaar record updation and addressing any related technical issues.
  • Expected Attendance: Approximately 2,000 pensioners from various Departments and Organizations are expected to attend the Mega Camp.

Collaborative Outreach Across Gujarat

The DLC Campaign 4.0 is a collaborative effort, bringing together major stakeholders including Banks, India Post Payments Bank, Department of Telecommunications, UIDAI, MeitY, NIC, and Pensioners’ Welfare Associations in Gujarat such as Kendriya Nivrutta Karmachari Mandal, Baroda Central Pensioners’ Association & Posts and Telegraphs and Other Central Govt. Pensioners’ Association.

  • Widespread Camps: As part of the nationwide push, camps will be organized across 82 cities and 107 locations in Gujarat, covering various districts and sub-divisions. A total of 107 Nodal Officers will participate to ensure smooth and effective conduct across all locations.
  • Real-time Monitoring: The DLC Portal provides real-time monitoring to track the progress of DLC generation by all participating agencies.

The DoPPW reiterates its commitment to enhancing the “Ease of Living” and digital empowerment of pensioners through sustained reforms and technology-driven initiatives like the Digital Life Certificate Campaign.
